SUMMARY: My objective is to provide leadership and expertise to those advancing innovations in healthcare and wellness. I perform best in creative, transitional settings that involve collaboration and implementation. I have an in-depth understanding of healthcare, prevention, business development, and information services.

 

RECENT ACCOMPLISHMENTS

Quality Improvement and Outcomes-based Compensation. Facilitate QI activities for a statewide consortium of heart surgeons and hospitals focusing on post-operative complications and high-cost procedures. Designing a similar collaborative model for other specialty groups. Working with a national surgical association, Medicare, and a commercial payer to develop reimbursement programs rewarding quality. Using a national disease registry to identify best practices and measure performance.

 

Policy Development in Kansas. Director and former Chairman of the Kansas Health Insurance Association (the state's high risk pool). Led Governor's Public Health Improvement Commission to enhance infrastructure. Directed Medicaid program on community-based health education and prevention. Wrote $4.75 million in grants for regional safety net providers. Helped start a health insurance purchasing cooperative and establish a small business premium subsidy program. Won a state health policy grant on coverage expansion.

  

EXPERIENCE

 

2003 to 2013    Self-employed healthcare consultant and contract directorships:

 * Executive Director (contracted position), Kansas Health Insurance Association, KHIA (the State's high risk pool).

 * Executive Director (contracted position) , Virginia Cardiac Surgery Quality Initiative (VCSQI). Contract with heart surgeons in 10 practices and cardiac services administrators in 16 Virginia hospitals to manage a clinical/financial information system and develop statewide evidence-based quality improvement initiatives in cardiac surgery.

  * Executive Director, California Society of Thoracic Surgeons (CASTS)
  * Consultant to Inova Health System (2006), the Society of Thoracic Surgeons (2005).

 

1998 to 2003       Outreach Director, University of Kansas School of Medicine . Developed a disease prevention and health education program for consumers and providers with Kansas Medicaid.

 

1996 to 2004     Professional Services. Executive Director, Kansas Governor's Public Health Improvement Commission. P roject director, RWJF State Initiatives in Healthcare Reform grant for state health benefits administrator. Helped start Kansas Health Institute (director of health information systems). Consultant to Sedgwick County Medical Society, Manhattan Community Health Council, Mid-America Coalition on Healthcare, Geary Community Health Council, Greeley County Health System, Kansas Health Partners Benefits Association, the U.S. Health Resources and Services Administration, and other organizations.

   

1989 to 1995        The Catholic Health Association of the U.S. , St. Louis MO

Director of Research and Information.   Successfully led development of national research function. Produced information products from opinion surveys and comparative performance data for executive audiences, media, and public policy. Completely renovated networks, information systems, telecommunications, and integrated databases with LAN and client/server architectures. Directed research, information technology, and Information Resource Center with 12 professionals and $1 million annually.

 

1987 to 1988     Voluntary Hospitals of America , Irving TX   Director, Clinical/Financial Information System.   Directed the start-up (marketing, installation, and applications development) of a quality management system for 110+ member hospitals with Andersen Consulting. Served as Vice President, VHA Capital, marketing financial advisory services to member hospitals and regional healthcare systems with Goldman Sachs and Merrill Lynch. Emphasized long-range capital planning and pooled investment.

 

1984 to 1987      Drexel Burnham Lambert, Inc., Denver CO   Vice President, Public Finance.  Developed underwriting business, structured financings, sought credit enhancement, and coordinated credit ratings for healthcare clients. Served as Vice President, Atrium Group, New York NY , facilitating start-up of trading desk with third party research function. Worked with independent investment research firms distributing services to money managers.

 

1981 to 1984     Paine Webber, Inc., Houston TX and New York NY   Assocate Positions in Strategic Planning, Money Management & Information Systems.

Implemented branch office money management program with Treasurer. Planned consolidation of operations with corporate team during merger. Wrote planning documentation for subsidiary's enterprisewide information system. Prepared brokerage industry reports for CFO.

 

1969 to 1981     The University of Texas Health Science Center , Houston TX Faculty Associate, Population Studies.  Applied demographic and epidemiological methods to measure and compare health status. Demographic statistician intern with senior demographer in the Population Division, U. S. Bureau of the Census, Washington DC , 1976. Clerk at Population Research Center at Austin TX, 1969-1972.
