Policy Initiatives in Kansas: 1996 to 1999

Kansas Health Institute – Helped start a policy research institute and develop a state health data book. Responsible for briefings to State Senate Committee on Public Health and Welfare, House Committee on Health and Human Services, and Joint Healthcare Reform Legislative Oversight Committee. Supervised two fellowships: (1) health policy analyst for commissioner of Kansas Insurance Department, and (2) coordinator for Kansas Medicaid's SCHIP (children's health insurance program) implementation.

 

Health Care Data Governing Board – Board member for one year. Created a document entitled A Framework for Establishing Health Data Initiatives to help refocus data collection efforts.

 

Accountability in Healthcare Purchasing Workgroup – Facilitated membership meetings and coordinated initiatives for state senator and corporate human resources managers. Project manager for Kansas ' demonstration of CAHPS survey. Workgroup was a public/private partnership of private sector large employers, Kansas Medicaid, health plans, providers, and state agency heads.

 

Public Health Improvement Planning (PHIP) – Oversight of PHIP feasibility study; facilitation of Steering Committee with state health director; secured RWJF funding. Directed Governor's Commission for statewide public health modernization. Liaison to seven local public/private partnerships and national foundations. Directed and wrote state plan and assessment of public health infrastructure.

 

Kansas Medicaid Commission – Participated in External Quality Review Organization with health plans and state PRO (Kansas Foundation for Medical Care). Secured funding for KU School of Medicine for health education and prevention program in Garden City and Wyandotte County .

 

Kansas Department of Administration , Health Benefits Administration – Secured funding from Robert Wood Johnson Foundation under State Coverage Initiatives program . Worked with state health benefits administrator to survey public organizations eligible for state health plan.

 

Health Insurance– Helped conduct feasibility study and statewide survey to determine need for a health insurance purchasing cooperative in Kansas . Helped develop foundation support for HIPC startup. Assisted Medical Society of Sedgwick County and Community Health Council of Manhattan KS in funding safety net initiatives.

 

Other Committee Involvement – (1) Kansas Insurance Department, Statistical Plan Advisory Committee, (2) Kansas Coalition for Quality Asthma Care, (3) University of Kansas MPH Program External Advisory Committee.
